The Arkansas Scholarship Lottery (ASL) creates winning people, winning futures, and winning moments. Since 2009, the ASL has sold over $7.9 billion and returned more than $1.4 billion for scholarships to benefit Arkansas students. More than 822,000 college scholarships distributed by the Arkansas Department of Higher Education have been awarded to Arkansans. The lottery has awarded more than $5 billion in prizes to players, more than $449 million in retailer commissions, and provided more than $186 million in state and federal tax revenue.

The purpose of the Department of Finance and istration Office of the Arkansas Lottery (OAL) is to oversee the operation of a lottery whose net proceeds will provide scholarships and grants to Arkansas citizens for in-state colleges and universities. Scholarships are to be available for non-profit, public and private, two- and four-year colleges and universities.

While the OAL is a state agency, it is unlike other state agencies in Arkansas. OAL is nonappropriated, meaning it does not operate from state appropriated tax-payer dollars. As a self-funded, nonappropriated agency, all expenditures to operate the agency come from money made from the sale of lottery products. Lottery operations are conducted 24-hours a day, 365 days per year. Our staff of 68 dedicated professionals are assisted by two vendor teams to ensure the creation of lottery games through a network of over 2,000 licensed retailers across the state.
